DEVELOPMENT STRATEGIES IN DEVELOPMENT OF RURAL COMMUNITIES IN CROSS RIVER STATE (A CASE STUDY OF OBUBRA LOCAL GOVERNMENT AREA)

INTRODUCTION

  • BACKGROUND TO THE STUDY

Local government has be acknowledge and accepted as the third tier local government in Nigerian federal structure. It is use to designate the effect made   by the ruling elite to bring the government closer to  the people.

The broad motive of local government is to ensure grassroots participation in growth and development of rural areas. The creation of local government is the believe that it can effectively play a conceptual role in rural development. The local government role in rural development according to Ona (1995) is that local government boarder place or has the supervisor capacity to understand and conduct their local affairs.

The rational for these assertion is that local government is  nearest government to the rural dweller and it  has the capacity of enhancing rural income and increasing employment opportunities in the rural communities.

A more comprehensive and widely accepted definitions was the once given by Una (1975); to him a rural development  is improving the living standard of the people of low income population residing in rural  communities and making the process of the development self-sustaining.

The comprehensive aspect of the definitions is that it stated three underlying elements in rural development among which are improving the living standard of mass of low income population.

Mass participation this implies allocation and distributing resources across the mass low income people and that productive and social service actually reach them making the process self sustaining the implication of this is the development  of the appropriate skills and  implementing capacity and the presence of institution at the local state and national level to ensure the effective use of existing resources and faster mobilization of additional financial and human resources to sustain the development of the subsistence sector.

Rural development programmes is a set of international or different activities, project and task intended to improve the living condition of the rural population.

A group of experts and professional (planners administrations and researches) deliberated on the projects, asks and  programmes need  for the solution of the problems and executed them with or without  the active participation of the rurualities called  blue print approach, and very paternalistic.

This approach has failed to transform the objective or conditions of the rural population.

Two reasons account for this failure

  1. Poor conceptualization of the programmes
  2. It lacks “fit” in the vital variable involved in this process.

The rural development covers a wider range improving the living standard of rural people concern whole rural development programme is plan at transforming the rural environments the high or  better standard of living.

 

  • STATEMENT OF THE PROBLEM

The application of a proper development strategies to developing rural communities of a given local government or state cannot be overemphasized. Once the rural areas do not   achieve reasonable level of development, it invar viably affects the development of the county.

It is in this vein that the development strategies of Obubra Local Government Area to develop her rural communities sought to be identified; and the relationship that exists between her development strategies and her rural communities as well as her efforts in rural community development remain rarely under developed.

 

  • OBJECTIVES OF THE STUDY

The main objectives of this work is to assess the impact of the local government development strategies on rural communities.
