CHAPTER ONE

1.0     Introduction

          Managers play different roles and it includes interpersonal roles, informational roles which facilitates as a means of decision making, decisional roles are an end on their own they are the most important roles performed by managers. In many organisation, there are standing decision making units (i) mus) which decide what to do, how to do them and what time to do them. This is because in carrying out this functions the managers are involved in the decision making. Decision making is a progress of choosing from uncertain alternative causes of actions, the best cause to accomplished. The firm objective where no alternative exist no decision making is possible.

          Decision as to plan, organized staff control or direct their activities to bring about efficiency in the corporation. To make the above decisions possible, the managers must make meaningful decisions such as analytical and conceptual thoughts. Decisions are therefore invaluable tools, which are useful in the solving of problems in organisation. This work centers on the Akwa Ibom State Broadcasting Corporation (AKBC) to examine decision making process of the organisation and how it brings about efficiency in the organisation.

 

1.1     Background of the Study

          Akwa Ibom State Broadcasting Corporation (AKBC) was established by Edit No. 4 of April, 1988. The corporation provides both Radio and Television services. Its temporary headquarters is located at No. 3 Udo Udoma Avenue, Uyo while the transmitting station is at Ntak Inyang. The Radio Services christened, the voice of promise, Radio Akwa Ibom FNA Stereo, was officially commissioned on July, 27, 1991 by the military governor of the state, Idongesit Nkanga (Then a commander). It transmits in frequency modulation of 90.528MHZ. the Television services was commissioned on April 23, 1991 by the military president commander in chief of the Armed forces of the Federation Republic of Nigeria, General Ibrahim Babaginda (official commissioning programme (1991:6) it transmitted on channel 45 Ultra High Frequency (UHF) has an effective isotropic radiated power (EIFPO) of about half a million watts (500kw).

          Today, AKBC transmit 24 hours daily the signals of both services are widely received loud and clear. The Radio and Television offer high quality  programmes that cater for the needs and interest of their wide and varied audiences. Indeed, the programmes of AKBC have enjoined local, national and international acclaim culminating in the winning of prizes during the 2004, 2006 and 2008 MFRICAST programmes competition (African report 2008). The corporation has a staff and structure where there are directors, departments and units headed by directors, deputy directors and managers. At the Board of Directors followed by one directors and deputy directors etc. At the moment, there are six directors, these are Administration and the human resources development, finance and suppliers, programmes, News and Current Affairs, Marketing and Engineering. The corporation is supervised by the state ministry of information and social re-orientation, propelled by its media friendly posture, the Governor Godswill Akpabio Administration is embarking on a rebranding of the information sector of which AKBC is a major beneficiary. Today, AKBC channel 45 transmit 24 hours daily. Seminar presentation on effective broadcasting (2009:14). 

 

1.2     Statement of the Problem

          The world is not created in a way that everything runs smoothly all the time. If it were so, there could not have been any need to make decision. There are no limits to the number and types of problems tat maybe managers daily work from competitions with others organisation in the enterprise to financial difficulties employers agitation. This problems when not properly addressed with rational decision can result to organisational chaos, the remote cause of failure in many enterprise in Akwa Ibom State and Nigeria in general has been the inability of managers to formulates and implement rational decisions for solving organisation problems. For instance the epileptic performance and operation of AKBC TV channel 45, Uyo is squarely the problem of poor decision making that has not survive over a long period and occupy a productive place in the economy required institutional, technical and managerial decision which must be conceptual and rational in natured, this are the missing ingredient in so many organisations decision making process. This is the problem.

 

1.3     Objective of the Study

          The objective of this study is to investigate the roles or decision making and an organisational efficiency in business enterprises using Akwa Ibom State Broadcasting Corporation (AKBC) Uyo, specifically

  1. Examine the role played by decision making in the performance of AKBC-Uyo.
  2. To examine the process and type of decision employed by AKBC management.
  3. To examine how decision influence the epileptic performance of the AKBC
  4. To determine the rate in which staff participation in decision making influence organisation efficiency and productivity.

 

1.4     Significance of the Study

          This study is important to the following management and staff of AKBC will find the study useful in the area of making sound decisions to solicit problems controlling the organisation.

* Management of large organisation and other media outfit will also find it helpful in running their day to day operations.

* Since life is the sun, total of decision make the general public stands to benefit from this work as it makes bare the process of rational decisions making that enhances productivity and efficiency.

 

1.5     Research Questions

          In order to achieve the objective of this work, the following question was formulated for validation of the study.

* Is there any relationship between decision making role and organisation efficiency?

* Could the epileptic performance of AKBC channel 45 Uyo be attributed to poor decision making?

* How conceptual and rational is the decision process in AKBC?

* Are there any challenges and problem faced by AKBC management in the cause of making decisions?

* Are the Board of Directors of AKBC committed to sound decision making process?

* Do they implement the decisions made to a logical conclusion?

 

1.6     Research Hypothesis

          The following were the hypothesis formulated for one study.

 

Ho: There is no significant relationship between decision making role        and organisation effficiency.

Hi:  There is a significant relationship between decision making role and       organisation efficiency.     

Ho: The unjustified services of AKBC is not attributed to poor decision        making.

Hi:  The unjustified services of AKBC TV is attributed to poor decision        making.

 

1.7     Scope and Limitation of the Study

          This study is limited to Akwa Ibom State Broadcasting Corporation (AKBC) Uyo and its focusing on the role of decision making and organisational efficiency in business enterprises. The findings of the study may not be necessarily generalized due to the different management strategies prevailing in various organisation.   

          The analysis, when made would involve a review of the existing system, identification of problems, critical analysis of the system, modification as the existing through recommendations and comments. 

 

1.8     Definition of Term

Decision: It is refers to a selection between possible actions.

A choice objective (Done Pullen 1999)

Decision Making: It is refers to as the mental processes (cognitive process) resulting in the selection of a cause of action among several alternative scenarios. (Francis J. 2009).

Manager: Manager is a person who direct other people to do things in order to achieve the organisation objectives.

Efficiency:  It refers to as the extent to which time, effort is well used for the intended task or purpose. It can also be expressed as a result as a percentage of what could be expected.

Management: This is the process of combining and utilizing of allocating organisation inputs (men, materials and money) by planning, organizing, directing and controlling for the purpose of producing outputs desired by customers so that organisation objectives are accomplished.
