The findings revealed that the metropolis has been experiencing periodic road traffic accidents, particular at the accident hotspots. This gives rise to injuries and loss of lives. However, the result of the hypothesis revealed that there was 00 significant relationship between the rate of accidents and the level of compliance with traffic rules and regulations by motorists. This was because the calculated value was greater than the significant level of 0.05. From the foregoing generally, poor driving culture was acknowledged by motorists to the city. Punishments for traffic offences are usually waived through negotiations or amicable settlements. It is therefore recommended that motorists should be subjected to adequate safety education and training. The bulk of the existing laws cover the punitive aspects of road safety. The agencies especially FRSC should embark on regular awareness campaigns targeted at motorists and other stakeholders (market Women, students/pupils, etc.) on road safety measures. For effective monitoring and performance of the job description of various road safety agencies, the government should as much as Possible streamline their different, functions while on the road highway.
