CHAPTER ONE

1.0    INTRODUCTION

Property maintenance management system can be defined as a work undertaken by a body in order to keep, restore or improve every facility owned by the organization. It is a work carried out by group of individuals to services that sustains the utility and value of equipments. Property maintenance also facilitates and justifies equipment deficiency request for maintenance needs and provides a sound basis to property management. 

It is observable that property maintenance has prove to be a difficult task in OSISATECH ENUGU, due to the sophisticated and low skilled maintenance by the institute. These becomes the problem areas because the resultant effect is inefficient, the effectiveness of the property and as such most of the properties were abandoned and consequently, students find accommodation very difficult not because there are no houses but because they are no longer in use due to their state of disrepair and as a result, the available one’s are always congested and over used.

Similarity, students have always narrated their ideas in a bid to get their problems solved but the management have not gotten a better solution on how to handle these problems. Most often, the staff members complain of a non-working equipment and extort money from the students in order to repair the equipments, also some facilitates are put out of use for years and they eventually collapse. These effect learning and quality of education.

In a view of the above problems, a practical system analyst would suggest how the problems would be taken care of hence, the implementation of new system.

1.1    STATEMENT OF PROBLEM

The existing system was much of manual manipulation, the management was too conventional whereby equipments were not properly managed. There are improper record of purchased property, some equipments are not put into use, while some are stolen resulting to huge losses to the institution. There are no proper recording of activities carried out during maintenance work, some information pertaining maintenance done previously were lost as a result of these, the management productivity is low, cost of running the institution is as well all time high.

These inefficiencies brought about low productivity of output form staffs, low quality of education and poor management style.
