ABSTRACT

It is the duty of the Nigerian government to provide adequate fund allocation and monitoring system that will guard how funds will be use in our society.        Fund allocation and monitoring system is a program written to assist the ministry of finance in area of effective recording of all issue of funds allocation. It keeps the organization to keep effective and reliable records of the entire fund in the state.

            Over the years, the society has been face with improper accounting of fund in the nation. The organization have been finding it difficult to effectively manage fund allocation issue but with this fund allocation and monitoring system; this will make it easier to tackle problems like security, road project problems etc effectively. As a result of these, Software based for funds allocation and monitoring system is designed to assist in the funds allocation process.

ORGANIZATION OF WORK

            This project work is primarily designed to give an insight to Software based Funds allocation and monitoring system in ministry of finance.

            Chapter one talks about introduction to Software based Funds allocation and monitoring system in ministry of finance, study of problem and objectives as well as definition of the scope.

            Chapter two comprises the literature review. Chapter three gives the detailed information about the existing (old) system, while chapter four and five deals with the design and implantation of new system.

            Chapter six documents the project work, while chapter seven summaries, conclusion and suggestions were made.

INTRODUCTION

Software based fund allocation and monitoring system is a tool used by the ministry of finance to track the information of various funds allocation and monitoring. Information technology has brought a lot of changes in the ministry of finance. Software based fund allocation and monitoring system is an information tracking program used to keep effective record of all fund allocation and also monitor how those funds are been utilized.

To appropriate maximum funds and supplies possible, for the Ministry’s smooth day-to-day operations in achieving its mandate, while ensuring judicious disbursement and legitimate utilization of duly approved funds, in accordance with Public Service Rules, Financial Regulations and extant circulars and also, rendering timely and accurate returns, to the Office of Accountant-General.

DETAILS OF SERVICE PROVISION/DELIVERY

The details of the business transacted by the department are to:

•  Ensure regular and prompt payment of staff salaries and other financial commitments in accordance with financial regulations and extant circulars;

•  Ensure accurate and timely rendition of returns to the Office of the Accountant-General of the Federation;

•  Ensure successful defence of the Ministry’s revenue and expenditure estimates before the Budget Office;

•  Ensure that the Ministry’s assets including office equipment are always in good working condition.

Background of study

The Minister of Finance of Nigeria is a senior cabinet official in the Nigerian Federal Executive Council. The Finance Minister’s main responsibility is to manage the finances of the Nigerian treasury in a transparent, accountable and efficient manner to bolster the country’s economic development priorities. The current Minister of Finance is Shamsuddeen Usman

The Minister of Finance is appointed by the President of Nigeria subject to the confirmation of the nomination by the Nigerian Senate.
