CHAPTER ONE

1.0    INTRODUCTION

The Revenue officer of Obio-Akpor Local Government Area, processes data using a desktop application (Standalone) which is archaic and tedious when it comes to sharing of information across departments. This calls for the need for a web-based application that will improve the speed and accuracy of collecting, processing, sorting, retrieving and disseminating information across the organization. Presently, we are in the age of the internet where every organization, either small or big is aware of the importance of an efficient networked environment.

Consequently, the relevance of web-based application in an organization brought about the wide spread use of network devices, software and other forms of technology. which is now the driving force behind the web revolution.

The web-based system is a very important in Obio-Akpor Local Government Area because of financial mismanagement and manipulation of figures in the Council. The council needs proper records of revenue generated and taxes collected.

The council agencies need a number of reports that disclosed the financial and operating activities for purpose of regulation and taxation. The trade unions are also interested in the profitability of the organization in which their members are employees.

A web-based system is a framework of standards and procedures for processing data, and sharing information over a network i.e. a Local Area Network (LAN), or the Internet. It consists of methods, procedures, and resources for developing and delivering information. It can also be known as a collection of components that work together to process data and provide information within and outside an organization. Web-based systems help organizations share all its data across all departments in the organization, and if enabled to connect to the internet can be sent to the state and even the national revenue body.

1.1    STATEMENT OF THE PROBLEM

The desktop approach caused a monopoly in the access to electronic information, as only the revenue officer had access to the computer system and software. Other officers depended on the hard copy distributed to them to make their reports. The web-based system will grant access to all users with different permissions, from their offices as long as they are on the organization’s network.

1.2    OBJECTIVE OF THE STUDY

The aim of conducting this research is to view and analyze the present desktop method of storing and retrieving revenue records in Obio-Akpor local government council. Proffer solutions to alleviate the challenges faced using the desktop system. Therefore this research is aimed at designing a web-based e-revenue system that will achieve the following:

  1. Allow simultaneous access to database records by all officers on the organizations network
    1. Increase report creation time
    1. Enable monitoring of data
    1. Ensure proper accounting and accuracy of all reports

1.3    SCOPE OF PROJECT

This research will concentrate on all departments of Obio-Akpor local government council.

1.4    DEFINITION OF TERMS

DOMAIN: The core unit of windows active directory, a domain is made up of users and computers that share a common directory base.

IIS (Internet Information Service): Microsoft’s web server application. IIS comes with all versions of windows operating system from windows 2000. IIS is platform dependent i.e. it only runs on windows.

SSL (Secure Socket Layer): This is a protocol that ensures security of data over the web by encrypting the transaction.

INTRANET: This is a private network that uses internet protocol technologies to securely share any part of organizations information within that organization.

PHP: An acronym for Hypertext Preprocessor is a server side scripting language used to create and generate dynamic content on the web.
