THE EFFECT OF CORRUPTION ON THE EFFECTIVENESS/PERFORMANCE OF PUBLIC INSTITUTIONS IN NIGERIA (A CASE STUDY OF URUAN LOCAL GOVERNMENT COUNCIL)
The danger of corruption has made difficult growth of public institutions in different ways that will be discussed in this study. Corruption in Nigeria is a national disaster which spreads all over the society. In public sector in Nigeria and as well as other developing countries in general.
Corruption has sunk deep into the moral norms of our society and leaders think more of themselves than the people they lead. They think they have sacrificed so much for the country than only owing a duty of making life comfortable for them for the rest of their life. Our politicians make laws and undertake expenditure as ensuring comfortable lives for themselves and elite colleagues without due consideration of the economic situation in the country and the living conditions of the ordinary citizens.
1.1 Background of the Study
To an extent, corruption has acclimatize and have integrated itself to the Nigerian society that it is been seen as a norm rather than exception, public resources that would have gone to the provision of hospitals and drugs, schools and books are illegally being siphoned into private pockets with impurity, waste and inefficiencies inappropriate accountability because those who are supposed to supervise or stands as a watch dog fail to do so either because they stand a chance of benefiting from the tax system.
Today, we live in a world where people don’t seem to care about how people’s come by what they have or how they acquire their wealth, yet corruption could be the source of such wealth. These may arise from means like missing budget, budget padding, rigging of elections, abuse of incumbency where corrupt electoral practices and during the 2015 elections, some of us gladly received money and other benefits from politicians without questioning their source of funding, whether they pay taxes on their incomes, why they are giving us these monies and why waited until the election time.
Ancient civilization, thus corruption has been ubiquitous i.e (being everywhere at once) in complex societies from ancient Egypt, Isreal, Greek, Rome down to the present dispensation. According to (tipset and land; 112 – 133. Hence corruption pratices did not begin today, the history of corruption is as old as the world. Corruption is found in democratic and dictatorial politics, Christian, muslim, Hindu, and Buddhiost culture are equally been defiled by corruption as well as man and woman, young and old source. Akani, C. (2001).
1.2 Statement of the Problem
The problem of this research is to show how consistent and persistent corruption affects the growth and development in public institutions. As we proceed, this research work I am trying to examine ways in which corruption affects public institutions ranging from its apex i.e federal, state and local government communities.
Nigeria is one of the if not the most corrupt country in the world. With thus, it affect development in the sense that when the country is not functioning properly in the level of development, transformation will not take its course. Let’s be realistic here in the aspect of accountability and transparency, politicians and all other government working parastatal are nothing to write home about because they are considering their godfathers, families and investing for generations yet unborn in all sphere of life, most especially in Uruan Local Government precisely, during the 2015 elections, they was serious rigging of elections and the mode of voting was not well conducted it was a do or die affair because most of the politicians were using thugs and able bodies to vote, thereby electing a wrong candidate into the system. Also the last local government service commission conducted was based on godfatherism, employing wrong and incompetent staffs weathering away the qualified candidates whom the cap-fits.
There is no fair hearing not even withstanding the fact that you are a son or daughter of that soil i.e. being a native of Uruan Local government. To an extent, corruption seems to dominate every public institution. Finally we cannot adjudicate on a model society without putting in place an organogram that will safeguard the system by laying a solid foundation that will eradicate corruption as one of the key impediment that obstruct development in Uruan Local Government. The major ways of resolving these under-listed problems is to investigate properly and set out ways in which the problems can be resolved.
