ABSTRACT
The study was designed to assess Effective Communication and Attainment of Organizational objectives in Akwa Ibom State Civil Service. The design used for the study was survey research method. However, ten ministries were selected to represent the entire state civil service, the sample size for the study was one hundred and fifty (150). The method adopted for the study was satisfied sampling technique and instrument for data collection was structured questionnaire. Data collected from the completed questionnaires were extracted, coded and converted into percentage descriptive analysis were carried out. The result of the study reveals that a greater proportion of managerial workers in the civil service do not adhere to the basic principles of upward communication and reasons for this are lack of feedback from junior staffs, Language problem, procrastination and unnecessary competition within department. The study recommends among the other things that upward communication should be introduced to the management so as to serve as a useful tool in enhancing the state civil service towards the attainment of its objective.
