INTRODUCTION

1.1 BACKGROUND OF THE STUDY

Business is being set up for the purpose of making profit and satisfies consumer’s needs. The only means of meeting this need is through reduction on cost and increasing productivity. Therefore, on stressing on organizational productivity and profitability.
Agbinifoh B.A Etal (1999) define motivation as a driving force within an individual produced by a state of tension that exists, as the result of an unfulfilled need.
Nwachukwu (1998) “defined motivation as energizing force that induces or competes and maintain behavior” human behavior in motivating goal directed.
He said motivation of workers is not easy, this is to say that the success of any motivation effort depends in the extend to when the motivator meets the needs of the individual employee for whom it is intends. Therefore, motivation is an internal psychological process whose presence or absence is inferred from observed performances. However, motivated behavior has three basic characteristics according to Nwachukwu:
i It result from a felt need: An huge directed tow3ards a need.
ii It is goal directed: It maintained for a long time until satisfied.
iii It is sustained: It is maintained for a long time until satisfied.
P.O Tolokwu (2000) motivation is defined as pre – patent state that energies and guards behavior, also in the same hook, 2 kvwed and blood (1974) reviewed motivation as a predisposition to act in a specific goal directed way.

It can be also viewed in another way as “emotion or desire operating on a person with the will and causing that person to set on the other hand, back of inadequate yet more especially from what one could understand so far as motivation is concerned is what management should not neglect if they want to attain high quality and quality of productivity from workers.” Therefore, management is called and makes necessary changes towards the sanctification of workers through motivation.
According to Barron (1995) motivation can be referred to as inferred internal process that activities, guide and maintained behavior overtime.
Generally speaking when employees enjoy their job, find it challenging and like the job environment, they will put forth their best to perform better. It is also worth nothing that there are some demonstrating factor affecting the public sector in general secretariat in particular, such is lack of modern equipment, lack of basic infrastructure facilities, comparatively low wages, poor working condition promotion and inconsistency in electricity supply.
In nutshell, the basic for the study is to explore the dedicate and challenging relationship between motivation and effect of employee productivity and profitability.

1.2 STATEMENT OF THE PROBLEM
It is basically true that public organization is faced with different problem directly and indirectly which affect productivity.
In most organization, there are frequent industrial unrest, worker going on rampaging about them causing the time and lack of production. The project intended to address the concept of motivation in attempt in finding solution to the problem of employee low moral in organization.

1.3 THE FOLLOWING ARE SOME OF THE OBJECTIVES OF THIS STUDY.

ii To examine the effect of motivation on profitability.

1.4 RESEARCH QUESTIONS.

ii. To what extent does motivation affect profitability

1.5 SCOPE / DELIMITATION OF THE STUDY
The scope of the study is to look at different types of employee’s motivation in Delta State focusing on Isoko North Local Government secretariat to identify what and how management can motivate their employees for enhancing productivity and profitability.

1.6 STUDY CONSTRAINTS AND LIMITATIONS
In course of this research, the researcher was confronted with some limiting factors or constraints among which are:
1 Financial Constraints: Owing to financial constraints the studies have been restricted to Isoko North Local Government Area of Delta State.
2 Time Limitation: Time constraint to carry out the study posed a serious challenge for this study.
3 The library resources on this study are few and the design of the questionnaire and interview guild responses to them is subject to individual to respondent’s interpretation.
4 A major limitation worthy to note is the unwillingness in some of the Isoko – North Local Government workers to make available the require data because of excuse of offering secret, since time factor was a major constraint as the project had to be completed within a very short period. So we have the restrict the study to one delta state Isoko north organization in order to effectively cover enough ground that will be immense benefit to the Isoko North Local Government, Delta State concerned.
Agam, the researcher equally faced financial problem in the course of undertaking the research work, much resources was needed for transportation from school to my study.
Despite all these limitation, I am optimistic that the objectives of the project will be achieved.
