INTRODUCTION

1.1  Background to the Study

       Job satisfaction among health care professional is significant for the purpose of maximization of human resources potentials. This project is aimed at emphasizing importance of studying various aspect of job satisfaction in health care organizations.

       Considerable emphasis on human resources management in organizational productivity and quality of service depends entirely on ability to manage the human resources.

       Human resources management, encompasses organizational development, human resource development involves human relations. human resources functions in an organization include everything, appraisal, growth, training & retraining, skill development maturation, incentive packages etc.

       This will focus on analyzing and exploring the impact of performance management system on employee performance according Chan and Lynn (1991) the organization performance criteria should include profitability, productivity, marketing, effectiveness, customer satisfaction, but also employee morale. In this perspective employee performance is tightly related to the organizational performance – Miller, 2007.

       The reason why I choose this research topic is that nowadays there are many organizations that are relying on employees for success and competitiveness. According to the resource based view. Employee are resources and assets of an organization, consequently, organization need to figure out strategies for identifying, encouraging, measuring, evaluating, improving and rewarding employee’s performance at work. By this, performance management and appraisal systems have come to play an indispensable role in helping organizations to reach their goals of productivity (Stevers and Joyce 2000). Infact, human resource management practices could influence the behaviours of individuals employees. The impact of human resources (HR) practices on employees commitments and performance depends on employees perception and evaluation of these practice (Quest, 1999). 

       Performance management is a process for ensuring employees focus on their work in ways that contributes to achieving the organization mission is indispensable for a business organization. Performance management includes types of systems.

       This topic would be interesting and meaningful for any organization because the performance or employees has a significant relation with organizational performance. Also, understanding how human resources management practices influence employees performance could help organization  in setting up a better management system, and finally improve employees performance and organization performance.

1.2 Statement of the problem

       Despite the importance of personnel management skills in achieving staff satisfaction that will lead to the over all high quality health care delivery in the general hospital Calabar. staff are still dissatisfied over inadequacies such as staff training, recruitments,      motivation and other factors that could enhance staff satisfaction general hospital Calabar.

       The department of personnel is not well mobilize or given its rightful place in the scheme of things in the hospital.

       The recruitment process is poor sometimes non-professionals are engaged or no employment at all.

       Lack of motivation, training and retraining, supportive supporting of staff among others, definitely give rise to the failure of achieving quantitative and qualitative data base statistics in the general hospital Calabar, lack of equipment/stationeries, power supply also hinders staff performance effectively.

       It was on the basis that the researcher decided to investigate into the impact of personnel management skills in the general hospital Calabar.
