In this paper we share our experience from managing the massive development of open digital educational resources within a group of large-scale nationwide projects, the aim of which is to build an extensive knowledge base of engineering, economy, healthcare, pedagogy and social science. There are 380 materials being prepared by hundreds of different people – not only teachers but also professionals from the industry and other areas.

The educational materials are focused on modern topics, including electrical engineering and information engineering; and they are intended for higher education students. From the international point of view it is interesting that some part of the developed materials is intended for language education, introducing professional terminology in English and German. In the paper we describe key processes and development tools, highlighting the open and hidden risks and the ways to overcome them, and also presenting the key results achieved so far.
