    • BACKGROUND TO THE STUDY

An administrator can be described as an individual who achieves her primary goals, objective and who can get things done quickly and efficiently. This usually involves effective planning organizing supervising, controlling and evaluating.

The administrator will therefore have to work with other people within the system or community and be able to bring them to work co-operatively with her so as to achieve her aims. Therefore, a basic task before prospective administrator is that of determination to succeed. Managerial decisions are important as each administrator would have developed a particular method of tackling problem that might arise. One of the administrative duties is that of co-ordination. The efforts of people working for them towards the achievements of goals.

In school administration, the primary aim has to do with the improvement of teaching and learning process. Activities of the school administrators must be directed towards this end.

In order to achieve this aim, the school administrator must work with people outside it. He/she must work with school board as well the appropriate state and national agencies.

A school head may find out that the aspirations of her pupils as well as the expectation of parents, staff and demands of the state are not easily meet.

Primary education is a foundational level of education that needs to be well funded, controlled and managed. Adequate provisions of education to the citizens contribute greatly to the socio-economic development of the country. Therefore good administration of primary level of education is required to foster national growth and development. The study thus examined the challengies facing public primary school administrating in Nigeria.

It is therefore observed that the management of this level of education has passed through different stage and different authorities exercised its control from time to time. It is being faced with many problems ranging from acute shortage of classroom spaces or crowded classrooms, shortage of teachers and equipment to under finding.

Education is the vital instrument for social and economic mobility at the personal level and an instrument for transformation of society at the national level.

Primary education as the focus of this study is the first level of education. A part from home as the first agent of socialization, primary school is the first places that introduce formal education or literacy to the children.
