STAFF MANAGEMENT AND COMPANY’S PRODUCTIVITY IN AN ORGANIZATION (A CASE STUDY OF NTEPS SUPERMARKET, UYO)

CHAPTER ONE

 1.1  BACKGROUND OF THE STUDY

Given the increasing volatile and complex socio-economic structure of our Business Organization in Nigeria, two business factors are crucial for business success capital and human resources capital whether acquired through load or from private source, is by far easier to manage, control only when there is qualified and human resources organizations whether public or private are prone to Jeopardy when there is no adequate human resource or staff management

It is from the for going premise that the compelling need arises for staff management and development as a sine-qua non for enhance productivity considering the fact that available human or man power organization in Nigeria have not been properly manage nor do the available human resource or improving our economic when organization one properly managed and the country will be badly affected.

According to (1974) Udoji report and quoted by Oshioneno (2001) the public services much be changed and strengthened to respond effectively to demand of development. They need qualified and skilled and motivated people at the right time to achieve objective to, to transfer paper plan into actual achievement of all aspect of personnel management, perhaps the most importance for us here in Nigeria today is training and management.       It is good to note that public sector has continued to accord appreciable attention to proper improvement of staff of management and staff development. In the wake of the professionalism introduced or reinforced by 1988 civil services reform, it was imperative for every Job incumbent to posses requisite knowledge, skills and attitudinal tendencies in specific job activity in government or other public sector service.     Accordingly, we are the fold in other to improve economy and employment is to the minimum possible level of proficiency, ministry is to establish, operetta and maintain programmes or plan for the ministry (FRN1988).

Even government in experiencing serious revenue shortfalls to meet its development objectives, staff rationalization and other downsizing measures, have the consequence of the reverence shortfalls in both the public and private sectors as well as across economic sub-sectors.

Human resource management , according to Banjiko (1996) can therefore be seen as the overall organization management process by which the organization tries to ensure that it has right number of persons and the person and the right kind of people and that the right time and that the right place performing functions which are economically usefully and which satisfy the need of the individual involved to have the right number and quality of people requires effective human resource management and serious managerial and commitment. It is important for the following reasons:

First, for any organization to achieve a reasonable degree of success, it is important nether to planned with excess or inadequate staff. Human resources are always costly to acquire and retain, therefore, making it economically difficult keeping excess staff when to justify keeping excess companys, it can cause serious problems for an organization. Also the organization cannot keep or afford to keep too few companys as over-work by the few available companys may retard work progress and lead to a lot of days functional behavior in the part of companys. Effectives staff management and it utilization that takes into accounts the whole arranges of potentials management facts or can help to determined the right  quantity and kind of companys to keep.

Second, effective’s strategies for improving human resources management can be useful for stabilizing employment levels.

Thirds, the need to cope with possible changes and competitive forces in both the product and the labour markets, in technology and government regulatory requirement call for a realistic and effectives human resources management.

All said and done, for effectives staff management in Akwa Ibom state and to be precise in nteps supermarket, Uyo, it must consider the following factors: organizational changes, impending business decision and technology innovation.

 1.2 STATEMENT OF THE PROBLEM

Staff and utilization involves long term development of semi-skilled staff requirement economy and to planned educational position and investments in human resources development so as to increase employment opportunities in the future. We must admit the facts that there are major defects in Nigeria’s staff development performances. The staff board “rule thumbs” guides line that higher institution environment should be share in ratio of 60:40 between the science and technology group of discipline have remained persistently unachieved.

Human resources management and its machinery in Nigeria public services commission have been infested by several problem such as lacks of research on staff management and utilization, low responses from establishment selected for staff survey. Lack of up to date and detailed information of the stock of skills available in different parastatals, inability to evaluate staff management; inability to attracts and employ and retain competent professional staffs, use of inefficient estimated techniques, lacks of coordination between staff planners and the educational system, and the lacks of coordination among the agencies charges with the responsibilities of human management.

Additionally, the faulty implementation of federal character principle of disincentive to excellence, diligence and the development of individual abilities, because, it is not based on equal opportunity for every individual, differently puts there is inefficient allocation of man power resource when based almost excessively on the geographical origin of the appointees without the relative competence of such opportunities. Consequently, staff management suffers from inaccuracy as it is difficult to prepare long range fore cast accurately, changes in economic condition, technology, thus, making condition and labour force condition long range fore cast unreliable (Nwizu,2002) because there is inaccuracies in for cast from several operating d  divisions to totaled together without a critical scrutiny.

The above captured background suggested that there are some problems inherent in the management and utilization of staff. As a result of that, this research study set out to investigate the impact of staff management on company’s productivity with nteps braveries as study focus.

 1.3  OBJECTIVE OF THE STUDY

  1. To find out whether there is man power management in nteps Supermarket
  2. To investigate difference resulting among the agencies charged with the responsibility of man power management in nteps supermarket
  3. To find out reasons why little attention is given to man power management unity
  4. To examine the use of research and survey and its impact in staff management unity
  5. To explore ways of ensuring effective staff management and utilization in nteps braveries
  6. Finally, to find out the effect of staff management and utilization in the companys of nteps braveries in uyo.

 1.4  RESEARCH QUESTIONS

  1. Is there staff management in nteps Supermarket?
  2. Are there differences arising from the agencies charged with the responsibility of man power management.
  3. Are there reasons why little attention is given to man power management unity?
  4. Are there any significant effects between the use of research
  5. In what way can there be effective utilization of man power management?
  6. Is there any significant effect of staff management and utilization on the companys?

1.5  RESEARCH HYPOTHESIS

From the statement of problem and objective of the study the following hypothesis were formulate:

Ho: Professional charged with the duty of staff management do not affects the utilization of man power

H1: Professional charged with the duty of staff management affects the utilization of staff

Ho: Poor coordination among the agencies charged with the responsibility of staff management do not affect the staff utilization

Hii: Poor coordination among the agencies charged with the responsibility of staff management affects the staff utilization

 1.6  SIGNIFICANCE OF THE STUDY

Man power management and utilization has been recognized as critical for the improvement of public services administration. It is through man power that the resources of an organization are harnessed in order tog meet the needs of the organization and the society at large.

One of the significance of this study will be creation of awareness about importance of staff management and utilization in Akwa Ibom State. The various ministries and parastatals will become more aware of the nature of staff management and utilization and will invariably strive to justify the cost involved.

The study will be relevant, as it will bring to light the various reasons organization embarked on training and staff development programmes. It will highlight the process the various ministries and government agencies should adopt to meet up with the training and development needs of their organization as well the effect of such programmes on the companys in the organization.

On the other hand, the study will serve as a band book on staff management and utilization to the ministries and government agencies.

Thus, the study will serve as a relevant literature of staff management and utilization as it concern Akwa Ibom State Civil Services, Nigeria.

Finally, the study will also be of immense help to the general society since through staff management and utilization productivity is improved and the general society benefit because service have improved.

1.7  SCOPE OF THE STUDY

The scope of this research work covers the impact of staff management and utilization in Akwa Ibom State. It will be restricted to Nteps Supermarket, Uyo to enhance objective approach to the study.

1.8  LIMITATION OF THE STUDY

In the process of carrying out this research work, the researcher encountered some impediments which could have marred the work, nevertheless, some of the objectives and compendious appraisal of the impact of the programmes was still marred.

The uneducated resistance of Akwa Ibom State who could neither read nor understand the questionnaire was another impediments some of the workers were reluctant to answering some of the questions in the questionnaire.

The task of typesetting and distribution of the questionnaire was difficult due to problem of finance. This would have marred the research due to the prevalent high cost of transportation and frequency visit to the site. Nevertheless, he had to reply on the financial resources at his disposal to make the research work a success.
