CHAPTER ONE

 1.1  INTRODUCTION/BACKGROUND OF THE STUDY

Training is a systematic development of knowledge, skills and attitudes required by employees to perform adequately on a given task or job.

Training and development are required for staff to enable them work towards taking the organization to its expected destination. It has further become necessary in view of advancement in modern world to invest in training. Thus, the role played by staff training and development can no longer be over emphasized. According to Oguntimeh in (2000) staffs training and development are based on the premise that staffs skill need to be improved to grow. Training both physically, socially intellectually and mentally are very essential in facilitating not only the level of productivity but also the development of personnel in any organization. Therefore training and development can be put in a contract relevant to school administrations. However, knowledge is the ability, the skill, the understanding, the information which every individual requires in order to be able to function effectively and perform their work efficiently. Human resource, are the most valuable asset of any organization with the machines, materials and even money, nothing gets done without manpower. It can take place in a number of ways, on the job or off the job in the organization or outside the organization. It follows therefore that the employees in an organization to be able to perform their duties and make meaningful contribution to the success of the organizational goals need to acquire the relevant skills and knowledge. In appreciation of this fact, organization like educational institution, conduct final training and development programmes for the level of their manpower. Staff training and development is very important for the development of any organization, while some organization take it serious other take it lightly, there is always a positive result on the part of the organization that takes up the training and development as important. Development is a process of enlarging people’s choices, in principle; this choice can be infinite or change over.

 

1.2  STATEMENT OF THE STUDY      

The human resources (manpower) is considered the most critical to any organization that adequately supply of material and financial resource that will utilize these available sources to bring about the desired goals. Many organizations are faced with the challenge of un-productivity despite the number of staff they have because resources that would have been utilized effectively are either wasted or under-utilized because of the absence of needed training and development needed for the job. The consequences of these includes financial losses, retarded organizational growth and general in-productivity. Akwa Ibom State Water Board, despite the effort put in by government to obtain efficiency in man-power development, lapses are still recorded, like in the area of inadequate training staff, management and services delivery. The evaluation is difficult and everyone would like to advance his or her career there by overwhelming the organizational training request, these and other aspects of staff training and development and their potential benefits to transaction and individual form the basis.

1.3  OBJECTIVE OF THE STUDY

  • To examine the impact of staff training and development in Akwa Ibom State Water Company Limited
  • To identify the important of staff training and development in organizational efficiency
  • To assess the problems affecting staff training and development in organizational efficiency
  • To examine the strategies for effective staff training and development in an organizational.

 1.4   RESEARCH QUESTIONS             

  • How does trainings and development impacts on the Akwa Ibom State Water Company Limited?
  • What is the importance of staff training and development in organizational efficiency?
  • what are the strategies for effective staff training and development in an organization

1.5  RESEARCH HYPOTHESIS

  • Ho: Staff training development has no impact on organization efficiency
  • Hi: Staff training and development has impacts on organizational efficiency
  • Ho: Staff training and development have no strategies for effective organizational efficiency.
  • Hi: Staff training and development have strategies for effective organizational efficiency.

 1.6    SIGNIFICANCE OF THE STUDY

The significant of the study is that it bring to light staff training and development as an effective tools in organizational efficiency. It will showcase the need for organization to be more productive by developing their staffs through effective training to boost up the overall productivity.

In addition, the study will also proffer solution to the challenges faced by organization in training and development. The research study will also be of significance to other researcher, students, people in the society etc. that is seeking for information on the subject matter.

1.7  SCOPE OF THE STUDY

This research study is limited to Akwa Ibom State Water Board alone where the researcher attempts to find out staff training and development as an effective tool in organizational efficiency.

 1.8  LIMITATION OF THE STUDY

This research was construed by some factors like funds which delayed the realization of the study by limitation. The finance was constraint too, which would not permit the research to go further than my expected. The delayed was cause by lack of financial aspect and support, to find out the informations and material to further research study that carryout by the researcher in a limitation of work.

1.9  DEFINITION OF TERMS

  • MANPOWER: It is the most valuable asset of any organization with the machines, materials and even money, nothing gets done without manpower.
  • TRAINING: it is an organizational efforts aimed at helping an employee to acquired basic skills required for the efficient execution of the functions for which he/she was to hired.
  • Development: it deals with the activities undertaken to expose an employee to perform additional duties and assume positions of importance in the organizational hierarchy.
  • Manpower Development: it is a trainees that are for the future force rather than for today and so more element of manpower, to forecasting inequitable if the staff training and forecasting is to be successful.
