INTRODUCTION
1.1     BACK GROUND OF THE STUDY
The civil service as is widely known is the government tool for the implementation of its policies and programmes. This remains the main function of the civil service. The question which continues to be asked by the leadership and the enlightened general public is how effective and committed the civil service is to its functions. This is notwithstanding the fact that there are some auxiliary factors like welfare and the prevailing societal conditions which may impact on the civil servant. It is an understatement to say that societal influence has been quite overwhelming in recent times.
Quite a number of people in and outside government point to the good old days of the civil service. This gives the impression that they look forward to a return to those days, even though the circumstances have changed. There seem to be not only growing poverty, unemployment and an ever widening gap between the rich and poor; but also the palpable decay of public institutions. Decades of Military authoritarian rule have significantly accounted for this. But what also cannot be contested is the role/complicity of both the political office holders and the civil service.
Productivity has been defined as the volume of good and service produced per worker within some specified unit of the year, now there have been consistent public outer about continuous decline of productivity in the civil service. It is for this reason that this work is being carried out in the view to finding the cause of low productivity how to eliminate these cause and these by bring about recommendation, that will promote productivity in the civil service in general.  

1.2    STATEMENT OF PROBLEM
         There is no doubt that in any dispensation in Nigeria, be it military or civilian, the civil service is looked upon to provide certain fundamental services for smooth governance of the country. It will be worthy to note that the executive arm of the government whose responsibility it is to implement all the governmental programmes rely on the civil service performing this all important function. The civil service has been variously attacked by renowned bureaucrats, seasoned administration and academicians for its inactivity.
Unfortunately, despite the fact that much is expected of this very organ of government, the lackadaisical attitude with which the civil service performs has generated a lot of heat for both past and successive administrations. Inefficiency has almost become a house hold word used to describe the civil service, not the Akwa Ibom State in particular but the nation as a whole. Several Review commission have been set up dating back to pre-independence days simply to find solutions to the negative attitude of the civil servants.
Yet the civil service is still performing below expectation. The study therefore, seeks to examine the strategies for promoting the productivity of the civil service.
1.3            Objectives OF THE STUDY
To evaluate the impacts of motivation on productivity of employees in the civil service. 
To identify the benefits of improved productivity in the civil service.
To identify the causes of low productivity in the civil service.
To suggest measures that could be adopted to enhance productivity in the civil service
1.4    RESEARCH QUESTION
What are the impacts of motivation on productivity of employees in the service? 
What are the benefits of improved productivity in the civil service?
What are the causes of low productivity in the civil service?
What measures could be adopted to enhance productivity in the civil service?
1.5     SIGNIFICATION OF THE STUDY
This research therefore aims at looking into these public complaints to find fact about them with the view to finding out their cause and how they could be checked so as to improve or promote the general productivity of the civil service when this is achieved the civil service will be a good productivity center which will in turn lead to an improved welfare of the people it will also help the government in policy formulation to fight against those factor that bring about low productivity.
1.6 SCOPE/LIMITATIONS OF THE STUDY
This research work centers on the strategies for promoting productivity of the Nigerian civil service (A case study of Akwa Ibom State Civil Service Commission). This research work was limited by the following factors ;
Time Factor: The time allocated for this research work to be carried out is limited since other academic activities are bound to interfere with the research study. This affected the reduction in the size of sample used for the study because the researcher is expected to complete the work within a specific time.
Financial Factor: Inadequate funds affected the way data were collected since the researcher had to travel long distance for the distribution of the research questionnaire forms.
Material Factor: Shortage of relevant materials for literature review posed on great difficult.
Inability to retrieve all the questionnaire forms for good representation used for the anticipated sample. The study will be limited to the information gathered from primary and secondary source.
