STRATEGIES FOR PROMOTING PRODUCTIVITY IN THE NIGERIAN CIVIL SERVICE (A CASE STUDY OF AKWA IBOM STATE CIVIL SERVICE COMMISSION)

CHAPTER ONE

INTRODUCTION

1.1  Background of the Study

Productivity has been defined as the volume of goods and services produced per worker within some specified unit of year. Now there has been consistent public loitering and continuous decline of productivity in the civil service. It is for this reason that this work has been carried out to find out the causes of low productivity, in the civil service and proper solution to increase service and proper solution to increase productivity in the civil service.

High productivity is paramount in the life of an organization in other to compete favourable with other organizations. However, he attitude of civil servants to work calls for optimum worry as they tag it “No Man’s work”.

Civil service commission dates back to colonial era and continued to post coloniaera. In the British Administration of Nigeria, the amalgamation of 1914 marked the starting point of civil service in Nigeria. However, it continued till independence in 1960 and till date. It has grown from a British dominated to purely Nigeria dominated civil service commission (Abubakar 2005)

Akwa Ibom State Civil Service Commission is in charge of the general welfare of Nigeria civil servants. The commission was established by the act of parliament.

It is a known fact that civil servant attitude to work is poor and therefore does not encourage productivity, thus research tries to find out the causes of low productivity and recommend strategies for promoting productivity.

 

1.2  Statement of Problem

There has been consistent low productivity in the civil service since independence in 1960 till date.

The non-challant attitude to work by public servants has led to decline in productivity, which leaves the civil service productivity to be low and unable to complete with private organization.

       The objectives of this study include among others;

This study will be of immense use to the federal and state government because it will give a power insight to the state of civil service and how to increase its productivity.

It will also be useful to policy makers as it will enable them to make policies that will sharpen the civil service to work.
