CHAPTER ONE
INTRODUCTION
- Background to the Study
The importance of school facilities has been highlighted by manyeducational administrators and planners.Education for any Nation is believed to be veritable machinery for the development of a country. This is obvious because of the roles played by educated people in the development of science, social- economic and political structure to improve the individual, families and making the society a better place to live. In the light of these values, education today must prepare the child to function effective as an adult to be, and these cannot be achieved without adequate school facilities. Education, either formal or traditional exists in every society.According to (Maina,2013) asserts thatschool heads and their academic staff, plan and think together about the present and future needs to the enrolmentof students in the school. (Ani, 2010)further observe that through adequate planning of school facilities they can determined the type of instructional materials teachers would need for effective instructions and whether the available classroom, library and laboratory are adequate for the participated number of students (Mgbodile2013), stressing the need for school facilities, the physical appearance and general condition of school facilities and the striking basis upon which many parents and friends of any educational institution may make their initial judgments about the quality of what goes on in the schools
In short, the school facilities play a vital role in determining the type of relationship between the school and community. This is because parents and students make their judgment and take their decisions on whether to associate themselves with a particular school after a careful evaluation and consideration of the facilities in the school (Aim, 2007). Onwirahwhelers (2006) stated that school facilities play a crucial role in the development of the three domain of taxonomy of educational objectives namely;cognitive effective and psychomotor. School facilities are needed for develop cognitive area of knowledge abilities and skills which are prerequisites f or academic achievement.
They are essential for developing values, commitment, positive emotions and social interactional sensitivity in learners.
According to Duke (2005) learning can occur through one’s interaction with one’s environment. Environment here refers to facilities that are available to students  learning out comes it includes textbooks, audio-visual, classroom setting sitting position  and arrangement, availability of tables, chairs, chalkboards and shelves on which instruments for facilities requires a very careful attention aimed at setting up a school network which would meet the future demand for education to enhance the maximum realization  of the target set by nation policy on education, school facilities when provided, will aid teaching learning programme and consequently improve academic achievement of students (Ani, 2010). Good facilities appear to be  an important precondition for students learning provided it support a strong academic performance in the school (Cash, 2013). The issue  of school facilities  has only been partially provided in some schools, whereas nothing has been done in many schools(Brown, 2015). He also presented four categories of resources and facilities which are used for teaching and learning thus are;
- Reading materials
- Audio-visual material
- Demonstration and experimentation materials
- School community resources including personnel
Thus availability of school facilities promotes greater acquisition and longer retention of factual knowledge which enhance a good academic performance. The uses and impact of school facilities clearly direct one to the administrative leadership to carried the responsibilities for obtaining and allocating school facilities necessary to promote educational programme development. It is therefore, the duties of federal and state government, ministry officials, school administrators to endeavour to produce select and distribute a variety of facilities to all school in the local government  in order to ensure students resourcefulness, creativity and imaginative use of these facilities. This may be one way for ensuring effective teaching and learning  at the  secondary school  goals and curriculum objectives(Mgbodile, 2013). Academic performance is the extent to which  a student, teachers or institution achieved their short or long-term educational goals. Academic performance is commonly measuredthrough examination or continuous assessments but there is no general agreement on how it is best evaluated or which  aspect are most importants, procedural knowledge such as skills or declarative knowledge such as fact (Darly, 2011). Furthermore, there are inconclusive results over which  individuals factors successfully predict  academic performance, element such astest anxiety, environment, motivation and emotions required consideration when developing models of school achievement (Ani, 2010).
