This final project is an analysis of the conformity of teaching material exploration to basic competence in the syllabus for year eleven of senior high school semester 2 which is made by sixth semester students of the English Department of Semarang State University. To guarantee the achievement of national education goal, developing teaching material should conform to basic competence in the syllabus. Arranging teaching material is not an easy job for the teacher. How about the English Department students of Semarang State University? In the future, they will be teachers and they have to make teaching material for their students. Related to this problem, the objectives of this study are to know the conformity of teaching material exploration to basic competence in the syllabus for year eleven of senior high school semester 2 which is made by sixth semester students of the English Department of Semarang State University and how far the ability of sixth semester students of English Department of Semarang State University in arranging teaching material. A descriptive qualitative approach was employed to analyze the collected data. Data were collected from the teaching material exploration for year eleven of senior high school in the syllabus made by the sixth semester students of CMD 2 rombel 3 of the English Department of Semarang State University. The discussion was focused on the principles of teaching material development; they are relevancy, consistency, and sufficiency. The findings revealed that socio culture competency, strategy competency, discourse markers competency, linguistic competency, short functional text and genre text both monolog and essay are not arranged well yet in the teaching material exploration. For that reason, there are so many competencies missed. Thus, it can be inferred that the teaching material exploration is not conform to basic competence in the syllabus since there are so many competencies missed. It means that the sixth semester students of the English Department of Semarang State University are still lack of ability in arranging the teaching material exploration. The study suggests the students of English Department especially for those who will be teachers should pay attention to the principles of teaching material development, thus the conformity of the teaching material exploration to the basic competence in the syllabus will be achieved.Â
