CHAPTER ONE

INTRODUCTON

1.1.BACKGROUND TO THE STUDY

In order to arrest disorder and introduce order, government has been born for that purpose. In their wisdom, human beings as political animals have come to the realization that government is the only arrangement and institution which can bring about order and stability in society. On their part, the citizenry, both in their individual and collective capacities have  relinquished their raw power and sheer force and are refined in society with the recognition  of government. So government, as the chief agent of the state has assumed the father of all the citizenry, providing the essentials (which have been called common good) for all, chief of which the security of lives and property. This can however, be possible through employing human hands. That is to say the duty to provide the common good by the government will be directly carried out by the employees of government. These employees of government or better still employees of the state are the ones being referred to as public or civil servants. As their name suggests, they carry out servant ship functions for the state. Through them and their activities government reach the people and satisfy the primary purpose for governance. It is this rational arrangement, the public service that this long essay project is meant to examine especially as if affects their ethical demands. It is strongly believed and argued that their ethical orientation is the basis for their success in terms of service delivery and citizen satisfaction.
