ABSTRACT

This research study was focused on the development of web based system for promotion processing, using Akwa Ibom State Polytechnic, Ikot Osurua as a case study. Due to the numerous staff in the institution, there is always the problem of managing and processing promotion records of staff. To solve this problem, an automated system is needed that will aid in managing and processing promotion records of staff so that the management of the institution can easily ascertain staff eligible for promotion. This will enable the promotion process to be faster and facilitate proper storage and retrieval of promotion records. Findings revealed that they still utilize the manual process of determining eligibility of promotion through promotion interviews and the information is manually recorded. The software development methodology used for the study is spiral model. The programming language used is pHp Hypertext pre-processor (PHP) and the database used is MySql.

CHAPTER ONE

INTRODUCTION

1.0 Introduction

This chapter presents the introduction to automated staff promotion information system. It presents the followings: introduction, background of the study, statement of the problem, aim and objectives of the study, significance of the study, scope of the study, organization of the research and definition of terms.

1.1 Background of the Study

Efficient and effective management of the promotion information of employees are critical to sustainable socio-economic development of a nation (Adebayo, 1994).  Civil Service employees are selected and promoted on the basis of a merit and seniority system, which may include examination. Promotion in the civil service usually takes time to process. To effectively manage promotion in the civil service, there is need to automate the process to eliminate bottlenecks. It is based on this background that this research work is based to develop a Web based intelligent system for promotion processing and management.

Provision of data to computer systems, for decision making, by making use of a computerized system is one of the most promising areas of research in promotion information management. When a task is given to a computer aided system, it speeds up processing. It is the job of computer-aided systems to find the best solution based on the information available to it. With development in computerized technology and advent of dynamic web services the data can be processed and distributed through web services. Such data is a valuable source of information for the computer aided promotion information system. Computerized systems such as web services are dynamic as parameters are passed on to its functions. Values returned from these web services (functions) can provide input for computerizedsystems to accomplish various tasks such as promotion processing and management.

1.2 Statement of the Problem

The employee promotion management system in the government institution is not effective enough. This can be tied to the following reasons:

  1. The manual way of recording and processing promotion flat files of each employee, one after the other takes a whole lot of time.
  2. At many times, there is evidence of staff qualified for promotion not getting promoted for many years. One of the reasons for this can be attributed to the manual method of processing promotion.
  3. Promotion files easily get missed or misplaced.
  4. Absence of a computer-based intelligent system for promotion management

There is therefore need for an automated system that will manage the promotion records of staff of Akwa Ibom State Polytechnic.
