CHAPTER ONE

BACKGROUND OF THE STUDY

1.1    Introduction

The utilization of human resources in a state owned enterprises form the basis for the report. This is based on premise that human resources is the major resources of the enterprises. It is engine of the organization between without it other resources at the disposal of an organization cannot work effectively to ensure that an organization grows, the management should design a plan. Where, her human resources are tapped and developed to realize her aims and objectives. According to professor Etuk in his lecture on manpower, planning and utilization, no organization can grow effectively unless the function of man power or human resources planning are carried effectively”. He furthers says that effective planning of human resources will ensure maximation of the available manpower and talent in future.

Furthermore, it is economical to have a limited number of manageable number of workers than to have large work force who are unproductive. And also workers have motives and expectation either at individual or group level. The ability of an organization to meet this motives and expectation determine how workers do not work only for the fringe benefits, but they need to experience satisfaction and security.

This, in this research be Meridian Ibom Hotel and Golf Resort is taken a as case study. This hotel was established in 2006 by the formal administration led by Obong Victor Attah. The achievement of the organization goals through people has been established as the managers job in an organization. This implies that it is the duty of the manager to motivate people under him to work as such a level as to be able to achieve the predetermined goals of the organization. Despite the success of this  hotel, the general opinion  has it that the available  human resources is yet to be fully tapped and maximized. An organization that needs to achieve greater  height in business, have to fully use it human resources and this can be achieved through  building appropriate incentives for manpower development, training of employed manpower and man development through education. All these according to Prof. Etuk in his research. Education and manpower development in Nigeria does the magic of full utilization of human resources in the company.

 

1.2    STATEMENT OF THE PROBLEM 

The problem is that managers in most establishment have not recognized that mush available talents is not being effectively employed. Some times because of financial problems, the managers or the organization will put in or assign jobs to wrong people. There is inefficient used of human resources in organization. If the bulk of the staff are poorly educated, inadequately trained and largely unskilled  no  increase in number of such as labour force would stimulate process, unless the quality and quality of workers are improved by human resources development.  One of the major problem faced by most organizations is the inherent lack of devotion to work and lack of skill. There exists within government organization the need for significantly improved utilization of have resources and a need for overall strategy to attain such objectives. The problem is mangers in this organization have not recognized that recognized that much available talent is not being effectively employed.

 

1.3    OBJECTIVES OF THE STUDY

The objectives of the study are therefore stated as follows:

  1. To examine the utilization of human resources in le Meridien Hotel and Golf Resort.
  2.    To identify the difficulties faced by the enterprises in terms of human resources development
  3. To provide suggestions to the problems confronting utilization of human resource in state owned enterprises.

 

1.4    RESEARCH QUESTION/HYPOTHESIS

  1. To what extent do certain human resources utilization practices applied in the enterprises?
  2. Does state enterprise faced any difficulties in terms of human resources development?
  3. What are the suggestions to the problems confronting utilization of human resources in state owned enterprises?.
