ABSTRACT

Terrorism and insurgency is globally becoming a household word as there is no nation that is completely absolved from its effect. This is the reason why Rourke (2008) observes that the way terrorism and other forms of transnational, political violence are in many ways more threatening today than ever before as civilian casualty has been on the increase. It is however difficult to evolve a single definition for the term “Terrorism”. The difficulty emanates from the lack of consensus or unified perspective among nations or scholars at to what could be regarded as terrorist act. The alarming level of terrorist attacks in different parts of the country, leaving unpalatable consequences for the nation economy and its growth. Political, economic and social insecurity of a country encompasses all development goals and issues being the root of the issue and the solution. Addressing issues of terrorism is crucial in order to execute successful development projects.

CHAPTER ONE
1.0 INTRODUCTION
In the recent years, the world has become increasingly aware of the terrorist activities that have been taking place and their impacts on the lives of people as well as the social, economic and political stability of nations. The negative impacts of terrorism in the world can no longer be underestimated and their understanding has never been more important than it has become especially after the world has become aware of what happened in the United States on September 11, 2001. Terrorist attacks have claimed the lives of many people destroying properties worth millions of dollars. Industries have been decimated and countries have cautioned their citizens against visiting terrorism destinations that have been associated with terrorism, which harms the entire industry.

1.1 BACKGROUND OF THE STUDY
Terrorism is violence or threat of violence calculated to create an atmosphere of fear or alarm and thereby bring about some social and political changes. This definitions is in line with the explanation offered by a south American jurist more than 30years ago, according to him “terrorism” consists of acts that are in themselves maybe classic crimes, murder, arson, the use of explosives, but that differences from classic crimes, in that they are excited with the deliberate intention of causing panic and terror with an arranged or organized society.
The united state federal bureau investigation (FBI) defines “Terrorism” as the “unlawful use of force or violence against persons or property to intimate or coerce a government, the population or any segment there of in furtherance of political and social objectives.
Terrorism is not news on the world stage. Northern Ireland had been dealing with terrorists for more than forty years, is real with Palestine terrorists for much more the same period and spain with basque terrorists.
Terrorist attacks are relatively regular events. In 2000 there were 423 international terrorist attacks many of these carried out across national borders of domestic terrorism. However, through this time, americans worried little about terrorism for example, in a survey conducted in 1999 that asked Americans to name to or three top foreign policy concerns, only 12percent of the respondents mentioned terrorism is a worry.
