CHAPTER ONE

  • BACKGROUND OF THE STUDY

Administration system at the grassroots level in Nigerian has always been in operation since time immemorial among the various people nor christened Nigerian, even before the colonial master set their feet on the soil of Nigerian. Colonialism however helped to widen the source of history of Nigeria administration system  as it contributed in no mall measure to the growth and development of local government authority. Such development of its, better examined in phrases or epochs, each with its peculiar features and contribution to the mergence of modern and democratic local government system in Nigeria.

It is in realization of this introduction, examines the evaluation, growth and development of local government authority in Nigerian in historical fashion. In a layman conceptualization, the word “local” which presupposes a specified area, usually the place on lives in. in this connection localism which is derived directly from local and which has been defined as “person” attachment to a particular place, and the subsequent attitudes and behaviors that flows from such an attachment the local area does not necessarily imply a rural environment or settlement alone. In fact, localism is manifested on both rural and urban settlement where a relatively small unit of human settlement co-exist within a large society and exhibit peculiar characteristics and interests.

A major feature of all modern and democratic government that lay claim to peoples representation is election, hence, all representative government irrespective of tiers of administration are characteristic by periodic election. Thus, local government by which ever name been called, whether in advanced industrialized capitalist western societies, the eastern communist countries or the underdeveloped and developing countries of Asia, middle east and African, is not an exception. Our operational definition of local government therefore must take cognizance of the above analysis by “marrying” both the feature of local and government.

Therefore, the central problems of this study is to find out the persistent and consistent of local government in terms of developing community of Uyo local government and proffer solution to the problems. It is hypothesized that, since government is autonomous is predicted that it has what its take to developed community in Uyo local government. The rest of the papers is treated in chapters. Chapter one deal with conceptual clarification by examining what  is meant by local government. This lead to chapter two which treats the review of literatures and chapter three talks about the research design and methodology where as chapter four talk about presentation of respondent characteristic and analysis of data. Lastly, chapter five of this project examines summary of research study, recommendation and conclusion of this project.

 

 

  • STATEMENT OF THE PROBLEMS

Ideally, the significant role of local government should be help to improve and enhance community development of the society. So many issue as are still left unaddressed thereby causing a slow pace of development. Theses unaddressed and lapses issues are the major thrust of this research work. Therefore, this project seeks to find out why and ways to which these problems can be remediate.

  • The indiscriminate creation and proliferation of local government by civilian government
  • The grouping different communities into a single local government
  • Also, local government currently received monthly allocation from the state joint accounts and generate fund from other sources, such as motor park, naming of street, yet they cannot meet with the necessary infrastructure in the community; why?

Therefore, this study focuses attention on local government in Nigerian with particular references to Uyo local government council. Observation shows that local government are unable to facilitate the necessary infrastructures needed to the people in Uyo local government. A successful administration must be seek to find out these problems and eradicate them  in order to avoid indispensable in the socio-economic development of the communities.

 

1.3           THE OBJECTIVE OF THE STUDY

Based on the problems identifications, the study is designed to achieve the following objective.  To examines the impact of local  government in community development in the  rural areas. To ascertain the role of local government in the rural areas in Akwa   Ibom state. To evaluate  the contribution of  Uyo  local government in the community development of Akwa Ibom State.

 

1.4   RESEARCH QUESTIONS

Since research question focuses on the main problems area that a researcher in his quest  set out the problem and question to be investigates. The following  research questions  are put forward to addressed the  problem of community development  in uyo local government of Akwa Ibom State.

  1. Problem arising from inadequate trained staff in the council have contributed immensely in the development of rural people.
  2. The activities of Uyo local government councils does not contribute to the socio-economic  and community development in Akwa Ibom State.
  3. The struggling for supremacy between the traditional authority and local government council passes another problem

 

RESEARCH HYPOTHESIS

To serve as a guide towards  the realization of the aims and objectives of this work and to find out solution to the  problems
