Abstract:

The construction industry plays a pivotal role in economic development, driving infrastructural provision and progress. However, the occurrence of labor efficiency losses in construction works hampers the industry’s full potential, leading to cost and time overruns, subpar quality, disputes, and claims. This study aims to assess the effect of efficiency losses on construction project performance and suggest solutions to minimize their occurrence. Data were collected through self-administered questionnaires using simple random sampling, resulting in a response rate of 42.16% and an average reliability index of 0.846. The data were analyzed using various methods, including Percentages, frequency, Mean Item Score (MIS), Relative Importance Index (RII), and factor analysis (FA). The study identified key methods for measuring efficiency losses, including the Total Cost Method, Baseline Productivity Analysis, Measured Mile Method, Expert Opinion, Published Inefficiency Factor, and Earned Value Analysis Method. The causes of efficiency losses encompass construction methods and poor documentation, communication and materials-related issues, inadequate supervision and planning, equipment installation problems, industrial action, and weather-related factors. Notable factors affecting time performance included funding problems, frequent equipment breakdowns, and an inefficient project team. Efficiency losses had considerable impacts on project timelines, costs, and overall quality. To mitigate efficiency losses in construction projects, the study recommends implementing Project Leadership, Effective Communication, Adequate Supervision, Project Monitoring, and Workers Training and Education. Furthermore, efficient communication, experienced supervision, worker training and retraining, and effective scheduling and planning are essential practices for optimizing construction project performance. The study establishes that labor efficiency losses directly affect project timelines due to delays in material delivery, additional costs from redoing substandard work, communication problems, and material unavailability, leading to client dissatisfaction and potential loss of clients. Consequently, the study proposes that clients ensure adequate funding provisions before initiating construction projects to avoid negative impacts on project performance. Proper timing and scheduling of construction phases can help mitigate the effects of inclement weather. Additionally, ensuring sufficient provision of materials, equipment, and tools is crucial for timely project completion and improved labor productivity. Top management should foster an environment conducive to free information flow and idea exchange, while engaging experienced supervisory staff to ensure seamless project execution. Regular training and retraining of construction experts on modern methods are imperative to stay abreast of industry trends.
