  1. Background of the study

The concept and system of Federalism is one that Nigeria has adopted, which provides a justification for the existence of the: federal, state, and local governments within the polity. It has also been noted that these tiers of government derive their powers from the constitution, as the governing power for the whole system, and not from the magnanimity from the centre. The constitution therefore has provided and assigned responsibility for each tier. This implies that the three tiers are mutually poised to ensuring that the living standard of the masses is made better and higher.

Local governments, by way of assignment are termed, “governments at grass root”, that is, operating at the grass root level to take government down the tunnel, reaching all and sundry. In the case of Nigeria, because of its largeness and multi- ethnicity, we are in dire need of this tier of government in order to effectively better socioeconomic and political conditions within their jurisdictions. Apart from providing basic amenities as- infrastructures, local governments also act to implement economic and sociopolitical activities of other levels of government. However, this is largely contingent on the availability of utilization funds.

Thus, Revenue generation is an important issue faced by local government councils, particularly in Nigeria. It is through this activity that local governments raise adequate funds to pursue development goals, therefore to a large extent, determining the quality and quantity of services provided to the generality of people within their domain. These reasons, alongside the fact that local governments are tools to ensure growth and development, make it highly essential for the existence of Revenue generation strategies. This emphasizes the need for internally generated funds, which are more flexible, accessible and are in total control of the local governments themselves.

Local governments undoubtedly, are the closest of the three tiers to the people, even as its name connotes. However, it‟s imperative to note that the masses therein do not enjoy the benefit and dividends accrued to their existence. This is evident in the deplorable state of the roads, poorly developed schools and hospitals, poor market facilities, et al. According to Olusola (2011), the failure of the local governments in the area of service delivery has made the masses lose trust in the government as an institution.
