Abstract:

Numerous contractors exhibit deficiencies in both technical and managerial competence, rendering the procurement and contractor selection processes arduous tasks for clients. The absence of a proper, precise methodology for selecting the most suitable contractors adversely impacts project performance, undermining clients’ value for expenditure. In this context, this research investigates the impact of selection criteria on public project delivery in Abuja, employing a sequential mixed methods design. Thematic analysis, mean scores, factor analysis, canonical correlation analysis, and regression analysis were employed to address the research inquiries, utilizing 185 questionnaires for examination. The results uncover that the selective, competitive, and negotiated processes dominate the tendering landscape; the multi-criteria approach supersedes sole reliance on “price-only” evaluation. Furthermore, impediments such as the use of counterfeit documentation by contractors, absence of consultant pre-qualification, impractical tender pricing, and unwarranted external influence hinder optimal contractor selection. The study identifies Experience, Financial Capability, and Technical Capability as pivotal factors in the selection process, alongside the indispensability of all critical success factors for project delivery. Procurement-related, project stakeholders-related, and daily site factors emerge as key determinants for successful project delivery. Ultimately, the research establishes a noteworthy correlation between contractor selection factors and the criteria for project success. The study concludes by emphasizing the need to address barriers to optimal contractor selection, diligently assess contractors, and implement an e-procurement system to streamline the cumbersome tendering process, thereby enhancing the deficiency in utilizing contractor selection criteria within Nigeria’s construction industry.
