MANAGEMENT VARIABLES AND LIBRARY STAFF JOB SATISFACTION IN AKWA IBOM STATE PUBLIC LIBRARY

ABSTRACT

This study examined management variables and library staff job satisfaction in AkwaIbom State public library.  The study used four objectives, four research questions and four hypotheses. The study was guided by Administrative Management Theory and Job Satisfaction theory. It employed survey design. Questionnaire  (MVLSJSAISPLQ)was used to gather data. The population of the study was 42 (16 library officers and 26 library assistant). This study used the 42 library staff as sample size because they were small and accessible to the researcher.  The data obtained were analyzed using Pearson Product Moment correlation (PPMC) to analyse the research questions and test null hypotheses at 0.5 alpha level respectively. The study revealed that, there is a significant relationship between planning, organizing, leading and co-ordinating and job satisfaction of AkwaIbom State public librarians. It is concluded that the library staff involved in planning, organizing, leading and co-ordinating are more satisfied with their jobs than those who are not part of the managerial process.It is recommended that library administrators should practice job rotation among staffs to enable them develop different managerial skills and work in different capacities

INTRODUCTION

1.1  Background to the Study

          Management is the process of reaching organizational goals working with human and non-human resources with a clear picture of the organizational goals and objectives in view (Ameen, 2008). In the public library according to Feathers &Sturges (2007),management entails planning, organizing, leading and co-ordinating of staff members to enhance their job satisfaction.

       Planning according to Haris (2011), is the first and key function in managing any library. According to Zhu (2012), planning is the deliberate and preferred manner of preparing for library services in the future which leads to the fulfillment of the common goal in any library where all the individual ideas should enhance the main aim of the library.Dinkins & Ryan (2010),clearly pointed that planning enhances the accomplishment and the efficiency of the library system whereteam spirit, loyality and devotion of the library staffare played for the common goal of the library.Courtney (2011),reports that the importance of planning in any library is not only to enforce the library’s policies but also to operate and develop the library and its resources contained by the constraints of the budget. The plan will take into account the resources available at the library as well as community needs.

          Gremmels (2013), posited that organization in the public library is a process of making reasonable combination of various units of the libraryto assign them to suitable units in order to attain the stated objectives of the library. Organizing is the establishment of a formal structure of powerwhen planning process has been completed.Johnson (2016) has mentioned thatthe objectives are achieved by the combined efforts of different library staff belonging to the library and library organization varies from library to library depending on library’s objectives, users, type of staff, kinds of documents, finances, building, attitude of higher authorities and philosophy of the chief librarian.

          Leading is only possible when there is person-to -person relationship. According to Zhu (2012), leading should not be forced upon employees but must be achieved by means of voluntary co-operation. Peacock &Wurm (2013), posited that leading also entails reporting to keeping those to whom executive is responsible, informed as to what is going on, which thus includes keeping himself and subordinates informed through records and inspection.According to Litwin (2009), leading is established once planning and organizing have been achieved.It is the action that is required to direct staff of the library on library practices. But action cannot, take place without decisions to initiate action. Leading is the continuous task of taking decisions that aim at incorporating library staff in specific and general orders and serving these orders.

       Co-ordinating of library staff according to Johnson (2016) is a highly complex task among the other management variables. It requires a comprehensive and knowledgeable management to handle it. According to Litwin (2009), the complicated services with a modern library reader does not organize and run themselves. It must be modified, improved and extended in the light of changing conditions by appropriate co-ordinators. This can be done only by one who knows the objectives and potentialities of the library, the technique, tools and means of achieving them in the purpose and limitation of means. According to the author, co-ordination is the direction and co-operation of human relations and other facets in the library with a view to get the maximum necessary acquisition, processing, storage if need be and dissemination of needed information to the needed user at the right time.

       Job satisfaction of library staff according sharp (2011), enhance physical, sociological, mental, and self-centered creature. This happens because most library staff might bring to the workplace, a complex set of cognition, personal feelings, desires, perceptions, and motives. According to Sharp, the library staff is anxious about security, relations with fellow workers, status, roles, and personal needs. Sharp believes that when the library staff is unsettled about these, his/her efficiency will be impeded. If the library staff is provided with meaningful and satisfying tone, job satisfaction will be effective and efficient.

          In conclusion, every library has an organizational structure that supports it planning. Irrespective of the plan, the expected result is increased output and staff satisfaction as facilitators. Based on this, libraries that desire profitable output must have good administrative functions. The essence of staff satisfaction is to allow for the creation of individual and teams that are at their convenience perform the expected functions for an expected output. It is in the light of the above that this study sought to examine management variable and library staff job satisfaction in AkwaIbom State public library.

1.2     Statement of Problem

       In the past, many factors had been the reasons why the management of library was inadequate.Therearrangement of the library practicesshould createa good standard in the libraries. However, numerous challenges and opportunities had faced the libraries as a result of broad rearrangement of responsibilities within the library. 

       In today’s public library, library routines areenormous; therefore the public librarymanagement shouldaccomplish the routines by planning, organizing, leading and co-ordinatingthe library staff. The library management should in additionmakes provision for her staff satisfaction to enhance adequate library practices.

       In the nearest future, it is hoped that the public library routine will be extend.  The public library management shall be faced with greater management procedures to combat the adequate practices in the library. A close observation revealed that there is a breach in the library staff job satisfaction in AkwaIbom State public library. It is based on these that this study attempts to examine management variable and library staff job satisfaction in AkwaIbom State public library.
