INTRODUCTION

  • BACKGROUND OF THE STUDY

Health is the absence of any disease or impairment. It is a state that allows individual to adequately cope with all demands of daily life (implying also the absence of disease and impairment). It is a state of balance, an equilibrium that an individual has established within himself and between himself and his social and physical environment.

According to World Health Organization (1948), health is define as a state of complete physical, mental and social well-being and not merely the absence of disease or infirmity.

A health system’s primary objective should be the improvement of the population’s health. To advance this goal, policymakers must concentrate on disease prevention and health promotion, rather than on health care services, which largely address the symp­toms of diseases that have already manifested.

Khan A.S. (1999) opined that an effective health system must be public health oriented in order to eliminate the underlying causes of disease, thereby avoiding unnecessary costs and morbidity.

Health promotion and disease prevention have a far greater impact on health status than do health care services.

The ministries of health (1998) explains that government departments, donor organizations civil society groups and communities themselves are the most important factors of health.

The World Health Organizations work on health and development tries to make sense of these complex links. It is concerned with the impact of better health on development and poverty reduction, and conversely, with the impact of development polices on the achievement of health goals, it aims to ensure that health is prioritized within overall economic and development plans.

According to Advisory committee on dangerous pathogens (2000), health can be improved not only through the consumption of health care services,but also through individual behaviour and lifestyle choices such as quitting smoking, eating more nutritious foods and getting more exercise. Administration polices focus on the reducing of cost growth, improving quality, and expanding access to health insurance through an emphasis on private sector and market based solutions.

The attitude of people to health are experiences of loss can affect one’s health negatively, but some people maintain a positive health attitude despite these unwelcome events which gives rise to a variety of positive health related consequences.
