Introduction

1.1. Background Information

Education is a process by which man transmits his experiences, newfindings, and values accumulated over the years, in his struggle for survival and development, through generations. Education enables individuals and society to make all-rounded participation  in the development process by acquiring knowledge, ability, skills and attitudes (EEP, 1994).

The handicaps rate has major implications on the development of productive labor force currently and in the future. Any child after enrolment in the school left without completing the primary level education for any reason is considered as primary school handicaps child(CERID:2002).The handicaps rate in Nigeria was 4.2 percent at primary schools level. The problem of school handicaps was more serious in rural than in urban areas. Around 4.7 per-cent of the primary school pupils in rural areas and 2.2 percent in the urban areas have dropped- out from primary school (CSA, 2011).
