Abstract

Governments worldwide have established ambitious objectives and initiatives to introduce electronic service delivery within the public sector. However, public sector projects, particularly those in public building construction, have encountered significant obstacles in adopting innovative procurement methods and e-procurement technology. This research investigates the integration of e-procurement in public building construction endeavors, utilizing a quantitative methodology.

Through the application of a stratified sampling technique, a total of 145 questionnaires were distributed, resulting in 143 valid responses for analysis. The data collected underwent analysis employing metrics such as Percentages, frequency, Mean Item Score (MIS), Relative Importance Index (RII), and Skruskal Wallis test. The findings indicate that challenges like insufficient technical expertise, unreliable power supply, inadequate government support, subpar ICT and internet infrastructure, and high implementation costs are the primary impediments to e-procurement adoption in the Federal Capital Territory Administration (FCTA).

Enhancing governance to minimize collusion among bidders, promoting transparency and openness in public procurement processes, emerges as the pivotal strategy for facilitating e-procurement implementation within the FCTA. Shortcomings encompassing financial resources, support, and technological infrastructure among tenderers present notable hurdles for public sector e-procurement adoption. Effective strategies for successful e-procurement implementation encompass evaluating and documenting the existing procurement procedures, and meticulously selecting an e-procurement solution provider that aligns with the organization’s needs.

It is strongly advised that the government institute appropriate legislative measures to incentivize and accelerate the adoption of e-procurement within the Federal Capital Territory Administration secretariat.
