The objectives of this study were being examined through the use of descriptive survey design. Questionnaire were been distributed in which eight (80) property owners were selected for the study. Data drawn where presented on tables and analyzed with percentage statistical tool. The study revealed that property rating is an attractive means of financing Uyo local government council. The direct consequence of property rating practice on property values is that it causes an increase in rental value of properties. Therefore it is recommended that the rate Nairage that is used in assessment should be reduced to the bearest minimum amount to encourage the property developers to pay their tax as at when due.

CHAPTER ONE

INTRODUCTION

  1. Background of the Study

The Urban property rating is potentially an attractive means of financing municipal government in developing countries. As a revenue source, it can provide local government with access to a broad and expanding rating base. In contrast to the mix of intergovernmental grants and indirect rating that now dominate local government revenues. It can also promote broader efficiency objectives linking the provision of municipal service more closely to their financing and rating the consumption of municipal services by the price.
